What makes you think that the EVE universe has to operate with the same code of law, or even the same code of ethics, as the early 21st century planet Earth?
CCP has written two codes of law for the EVE universe already. They've written the laws of physics, which are the bits of code running in your game client, and on the server cluster. Those laws govern how everything in the universe interacts with itself.
They've also written the laws of international commerce, in the EULA. The EULA handles all the cases where real-world entities (you and me) interact with each other, and with the game universe itself. Thou shalt not hack. Thou shalt not involve real-world money. Thou shalt not threaten to come to my house and feed my cat dog-food, etc...
CCP has chosen to allow us the luxury of defining our own code of ethics, which is what we use to allow our in-game avatars to interact with one another inside the EVE universe.
The EIB scam was a beautiful piece of work. It was evil, and effective, and hopefully taught a great many people about the old saying of "if something sounds too good to be true, it probably is." To ask CCP to intervene in something that's entirely within the game is to ask them to start telling us how to play the game.
I'd rather play the game the way I want to play it. If I wanted to be told what to do at every step, I'd go play that other game with those other 6.5 million lemmings.
The fact is, if you got stung in the EIB scam... too bad. You and others like you can always band together and try to hunt down the guy responsible, his corporation, and anyone who might have known him. CCP has given you the tools to do so.
If you weren't a victim, and are just worried about becomming one in the future, I suggest you try using your OWN brain to spot scammers, instead of asking CCP to give you a Advanced Brain Skill(Rank 666) that you can train to level V.
If you're being a holier-than-thou do-gooder, and trying to protect all the poor logic-challenged individuals who might be victimized in the future.... perhaps remembering that the scammer pays (or at least paid) their subscription fee too, and has just as much right to try to scam people (as long as it doesn't violate the EULA by involving the real world) as you do to try and punish him.
I'm not a scammer. I'm not even a pirate. I'm a carebear who doesn't do much more evil than strip-mining an asteroid out from under a n00b who tries to mine too close to my barge. By doing so, I'm teaching the n00b to go find his own bit of asteroid belt with less competition. Just like the pirate teaches the courier to use warp core stablizers... or the scammer teaches you to know exactly what's being done with your ISK.
So, CCP, thank you for giving us a game where we're ALLOWED to think outside the box. It makes all the difference, even if many of us don't use all the tools, knowing they're available if we feel like it makes a difference.
